This adjective is very often used predicatively, that is, together with verbs like 'sein' (to be), 'sich fühlen' (to feel), 'wirken' (to seem), or 'aussehen' (to look).

'Ausgeruht' (rested) describes not only the state after sleeping, but also after any kind of break, for example after a vacation, a weekend, or a short coffee break.

'frisch' and 'ausgeruht' can both describe someone having energy again. 'ausgeruht' says more precisely that this energy comes from sleep or a break. 'frisch' is a little more general and describes the impression: someone seems awake, clear-headed, and full of energy. After a good night's sleep, you can say both. If you especially want to emphasize the reason, meaning that someone slept enough or recovered, 'ausgeruht' is more precise.
Frau Wolf fährt morgen früh los, weil sie dann ausgeruht ist.
