'der Ministerpräsident' and 'der Bundeskanzler' are both heads of government, but they belong to different political levels. A 'Ministerpräsident' leads the government of a federal state. The 'Bundeskanzler' leads the government of the whole country, for example in Germany or Austria. The words are easy to confuse because both people govern and often appear in the news. Pay attention to 'Bundes-': the 'Bundeskanzler' belongs to the federal level, while the 'Ministerpräsident' belongs to the level of a federal state.
