The important difference is the level: a Verwaltungsgericht is a court where you can sue against a decision made by an authority. The Bundesverwaltungsgericht, on the other hand, is the highest court in this area in Germany. Learners may confuse the words because they sound very similar. In practice: for an ordinary dispute with an authority, you usually say 'Verwaltungsgericht'. 'Bundesverwaltungsgericht' only fits when referring to a supreme court at the federal level.
