'Council' almost never stands alone. It is usually combined with another word that describes the council more precisely, for example 'City Council' or 'Town Council'.

When 'Council' is the subject of a sentence, it is often followed by verbs that describe a group's decision or action, such as 'beschließen' (to decide/pass), 'abstimmen' (to vote), or 'genehmigen' (to approve).

'der Rat' and 'der Council' can both mean a body that advises or administers. 'der Rat' is the normal German word, for example in 'Stadtrat' (city council). 'der Council' is used in German mainly when referring to institutions in the English-speaking world or when the English name of an organization is kept. The words can be confused because 'Council' often means exactly 'Rat'. In a normal German context, 'Rat' is more natural; 'Council' fits when the English or international connection is important.
