Word structure
'Diskriminierend' (discriminatory) is the present participle of the verb 'diskriminieren' (to discriminate). The ending '-end' indicates that something or someone is actively carrying out the action of the verb. A 'diskriminierende Aussage' (discriminatory statement) is therefore a statement that discriminates against someone.

Use with 'gegenüber'
If you want to indicate who the discrimination is directed against, you use the preposition 'gegenüber' with the dative.
