Word structure
The word is derived from 'der Emir' (the emir). The ending '-at' is often used in German to refer to a territory under someone's rule or to a person's office, as in 'Sultanat' (sultanate) or 'Kalifat' (caliphate).

'Herrschaft' is more general: it is about power and control over a country, a people, or a territory. 'Emirat' is much more specific: it refers to a state or territory ruled by an emir, or also to his office and reign. That is why 'Herrschaft' fits in many historical and political situations, but 'Emirat' only fits when an emir really plays a role.
