emirate
A state or territory ruled by an emir.
Dubai ist ein bekanntes Emirat, das zu den Vereinigten Arabischen Emiraten gehört.
Dubai is a well-known emirate that belongs to the United Arab Emirates.

The word is derived from 'der Emir' (the emir). The ending '-at' is often used in German to refer to a territory under someone's rule or to a person's office, as in 'Sultanat' (sultanate) or 'Kalifat' (caliphate).
Das Sultanat Oman liegt auf der Arabischen Halbinsel.
The Sultanate of Oman is located on the Arabian Peninsula.
The two meanings can be distinguished easily: if a place is being discussed, it refers to the territory. If it is about a period of time or an office, it refers to the dignity or reign.
Er lebt seit zehn Jahren in einem Emirat am Persischen Golf.
He has lived for ten years in an emirate on the Persian Gulf.
The best-known use of the word is as part of the country's name 'die Vereinigten Arabischen Emirate' (the United Arab Emirates, abbreviated: UAE).
Die Vereinigten Arabischen Emirate bestehen aus sieben einzelnen Emiraten.
The United Arab Emirates consists of seven individual emirates.
rule / control
'die Herrschaft' and 'das Emirat' can both have to do with political power and a territory that is ruled. 'Herrschaft' is more general: it is about power and control over a country, a people, or a territory. 'Emirat' is much more specific: it refers to a state or territory ruled by an emir, or also to his office and reign. That is why 'Herrschaft' fits in many historical and political situations, but 'Emirat' only fits when an emir really plays a role.

Das kleine Emirat wurde viele Jahre von derselben Familie regiert.
