Both words can apply to a situation in which tension decreases after a danger. Entspannung refers to the less tense state, while Entwarnung is the official announcement that the immediate danger is over. Use Entspannung when describing the mood; use Entwarnung when an authority informs people that the danger has ended.
Erst nach der offiziellen Entwarnung durften die Bewohner zurück in ihre Häuser.
The residents were not allowed to return to their homes until the official all-clear was given.
