'das Recht' and 'die Gesetzgebung' can both have to do with laws in a state. 'das Recht' usually means the whole system of rules and laws, or also the subject that one studies. 'die Gesetzgebung' means either the process by which laws are made, or the entirety of the laws in force in a particular area. They can be confused because both appear in political and legal texts. When talking about the legal system in general, 'das Recht' fits better. When it is about a parliament passing laws, 'die Gesetzgebung' is more precise.
