“Stellvertretend” means that someone acts or speaks in place of another person. “Kommissarisch,” by contrast, refers to temporarily carrying out a function until a final arrangement is made. Someone can therefore act stellvertretend without temporarily taking over the function itself; “kommissarisch” is suitable for an interim arrangement.
