'der Bewohner' and 'der Mieter' can refer to the same person, for example someone who lives in an apartment. The difference is the perspective. 'Bewohner' only says that the person lives there. It does not matter whether they own the apartment, rent it, or live there for free. 'Mieter' says more specifically that the person pays rent for the apartment or rooms and has a rental agreement. Learners may confuse the words because many residents are also tenants. When the living situation is what matters, 'Bewohner' fits. When it is about a contract, rent, or a landlord, 'Mieter' is more precise.
