The word is made up of 'der Ort' (place) and 'der Verband' (association). The 's' in between is a linking element. An Ortsverband is therefore literally the association for a specific place.

The difference is the level: a Landesverband is responsible for an entire federal state. An Ortsverband is much more local and takes care of a place or municipality. The words can easily be confused because both can be parts of the same organization. In practice: if it is about the federal state, 'Landesverband' fits. If it is about work at the local level, 'Ortsverband' fits.
