'teilweise' is more general and means: only partly or not completely. 'phasenweise' refers more strongly to periods of time. It fits when something happens during certain phases and then does not happen again. If you especially want to say 'at certain times', 'phasenweise' is more precise. If it is only about 'not completely', 'teilweise' fits better.
