The word is made up of 'Phase' (phase) and the ending '-weise'. The ending '-weise' forms adverbs and means 'in the manner of ...' or 'in ... sections/stages', as in 'schrittweise' (step by step) or 'teilweise' (partly).

Zeitweise and phasenweise both describe something that does not happen continuously. Zeitweise remains general and means only during certain periods of time. Phasenweise more clearly suggests that something occurs in identifiable or recurring phases.
