'Phishing' is more dangerous and targeted: someone tries to get personal data such as passwords or bank details. The words can be confused because phishing messages often end up in the inbox like spam. But not all spam is phishing. If it is only annoying advertising, use 'Spam'. If someone wants to steal data, 'Phishing' is more precise.
