To write instructions in a special computer language in order to create a computer program, an app, or a website.

Er lernt gerade, wie man eine Website mit HTML und JavaScript programmiert.

Usage tips
Word formation with '-ieren'
Verbs ending in '-ieren' are almost always regular (weak) verbs and often come from another language. The past participle is formed without 'ge-': 'programmiert' (programmed), not 'geprogrammiert'.
EXAMPLE
Sie hat gestern den ganzen Tag programmiert.
She programmed all day yesterday.
Typical objects
In an IT context, 'programmieren' (to program) is used with digital products as the direct object (accusative). Common combinations are: eine App programmieren (to program an app), eine Website programmieren (to program a website), Software programmieren (to program software), or einen Algorithmus programmieren (to program an algorithm).
EXAMPLE
Für meine Abschlussarbeit muss ich eine kleine Datenbank programmieren.
For my thesis, I have to program a small database.
Usage pattern
When setting a device, the structure '[Gerät] so programmieren, dass ...' ([device] to program so that ...) is often used to describe the automatic function. Another option is the preposition 'auf': 'den Fernseher auf Aufnahme programmieren' (to program the TV to record).
EXAMPLE
Ich habe die Heizung so programmiert, dass sie sich um 18 Uhr einschaltet.
I programmed the heating so that it turns on at 6 p.m.
Figurative meaning
In the figurative meaning, the preposition 'auf' + accusative is often used. The phrase 'jemanden auf etwas programmieren' (to program someone for something) describes unconscious shaping or conditioning.
EXAMPLE
Schon als Kinder werden wir auf bestimmte Verhaltensmuster programmiert.
Even as children, we are programmed for certain patterns of behavior.

programmieren vs entwickeln
to develop
'entwickeln' and 'programmieren' overlap especially with software, apps, and websites. 'entwickeln' describes the whole process: planning, testing ideas, designing, programming, and improving. 'programmieren' more specifically means writing instructions in a computer language. So a person can develop an app and also program while doing so. The words are confused because in everyday speech people often use both for computer projects. More precisely: programming is one part of software development.
programmieren
Paula programmiert eine Webseite für den Sportverein.
Paula programs a website for the sports club.
entwickeln
Zur Vorbereitung auf den Kurs entwickelt die Klasse eine kleine Lern-App.
To prepare for the course, the class develops a small learning app.
