'der Fußgänger' and 'der Spaziergänger' both refer to people who are walking. 'Fußgänger' is used especially in road traffic, or when the only important point is that someone is traveling on foot. 'Spaziergänger' means someone who is taking a walk, so someone walking slowly or in a relaxed way, often for recreation. The words can be confused because a 'Spaziergänger' can also be a 'Fußgänger'. But not every 'Fußgänger' is a 'Spaziergänger': someone walking quickly to work or crossing a street is more likely a 'Fußgänger'.
