'der Vertrag' and 'der Staatsvertrag' both refer to a formal and legally important agreement. 'Vertrag' is the general term and can be concluded between private individuals, companies, associations, or states. 'Staatsvertrag' is much more specific: it is concluded between states and regulates political, economic, or legal issues. Learners may confuse the words because a 'Staatsvertrag' is also a 'Vertrag'. So the difference lies mainly in the parties involved. If no states are involved, you normally just say 'Vertrag'.
