'Überstunde' and 'Arbeitsstunde' both have to do with working time. An 'Arbeitsstunde' is simply an hour of work or an hour within normal working time. An 'Überstunde' is only the additional working time after the normal or agreed working time. The words can be confused because both count hours at work. The important point is: every 'Überstunde' is an 'Arbeitsstunde', but not every 'Arbeitsstunde' is an 'Überstunde'.
