'die Umsetzung' and 'die Verfilmung' can both mean that source material is brought into a new practical form. 'die Umsetzung' is more general: an idea, plan, or concept is put into practice. 'die Verfilmung' is much more specific and means the adaptation of a book, play, or event into a film, or the finished film itself. The words can be confused because people can also speak of an 'Umsetzung' when talking about films. More precisely: every 'Verfilmung' is a kind of 'Umsetzung', but not every 'Umsetzung' is a 'Verfilmung'.
