Word structure
'Angekündigt' (announced) is the past participle of the separable verb 'ankündigen' (to announce). It is very often used like a normal adjective before a noun or after a verb such as 'sein' (to be).
EXAMPLE
Der angekündigte Sturm war zum Glück nicht so stark.
Fortunately, the announced storm was not that strong.
Sentence structure
The phrase 'Wie angekündigt, ...' (as announced, ...) is a very common way to begin a sentence. It refers to information that is already known. The verb of the main clause follows directly after the comma.

And something can be announced even if the exact preparation is not yet clear. There is a particular risk of confusion with dates and events. Ask yourself: Is it about the preparation? Then 'geplant' fits. Is it about communicating it to others? Then 'angekündigt' fits.
