'berücksichtigen' and 'anrechnen' overlap when something is counted in a decision, calculation, or evaluation. 'berücksichtigen' is more general: you include a factor in your thinking. 'anrechnen' is more specific when something counts officially or in a calculation, for example a payment, an achievement, or a course. Often this makes an amount smaller or recognizes an achievement. So you can say: everything that is 'angerechnet' is also 'berücksichtigt'. But not everything that is 'berücksichtigt' is also 'angerechnet'.
