'der Ausbau' and 'die Aufstockung' can both mean that something becomes larger or more extensive. 'der Ausbau' is more general: you can expand roads, services, skills, or even interior spaces. 'die Aufstockung' means an increase. For buildings, it means that additional floors are added. For money, staff, or a budget, it means that the amount is increased. The words are easy to confuse because both suggest there is more of something. When something is improved or expanded, 'Ausbau' often fits. When a number, an amount, or a building is increased upward, 'Aufstockung' is more precise.
