'ausgebildet' emphasizes the path to getting there: the person has completed vocational training, studies, or training. 'qualifiziert' emphasizes the result more: the person has the necessary skills and knowledge. So someone can be 'ausgebildet' and thereby be 'qualifiziert'. The words can be confused because they often appear in similar professional situations. When you are talking about a qualification, diploma, or training, 'ausgebildet' fits better. When you want to say that someone can do a task well and professionally, 'qualifiziert' fits better.
