'Behandelnd' (attending / treating) is the present participle form of the verb 'behandeln' (to treat). It is used like an adjective to describe a person who is currently carrying out an action, here: the treatment.

This word almost always comes directly before a noun and is declined like a normal adjective. Using it without a following noun, that is, predicatively, is very unusual.

'verantwortlich' and 'behandelnd' can both express that someone is responsible for a person or an area. However, 'verantwortlich' is general and fits tasks, projects, mistakes, or people. 'behandelnd' is used almost only in the medical field for doctors, therapists, or clinics that are currently caring for a patient. Learners may confuse the words because a 'behandelnder Arzt' (attending / treating doctor) is also responsible for the treatment. Outside of medicine, however, 'behandelnd' does not sound appropriate.
