'die Ruhe' and 'die Beruhigung' both have to do with a calm state. 'die Ruhe' describes the state itself: there is little noise, little stress, or inner calm. 'die Beruhigung' describes more the path toward that state, or the result when fear, excitement, or worry becomes less. So you can have Ruhe, but need Beruhigung if you were nervous or excited before. Learners may confuse the words because both sound positive and calm. In practical terms: 'Ruhe' is the state; 'Beruhigung' is becoming calm or making someone calm.
