The formal act or process in which a body (e.g., a parliament, board, or assembly) makes an official decision or passes a resolution.
Die Beschlussfassung über den neuen Gesetzentwurf findet morgen im Bundestag statt.
The decision-making on the new bill will take place tomorrow in the Bundestag.
The word is made up of 'der Beschluss' (the decision/resolution) and 'die Fassung'. Here, 'Fassung' comes from the verb 'fassen' (to grasp; to formulate; to make, in this context). 'Beschlussfassung' (decision-making) is therefore the formal act in which one 'einen Beschluss fasst' (makes/passes a decision).
Der Vorstand muss heute einen wichtigen Beschluss fassen.
The board has to make an important decision today.
'Beschlussfassung' (decision-making) is a very formal word from administrative and political language (bureaucratic German). In everyday language, you would simply say that a decision is being made.
Die Beschlussfassung des Gremiums dauerte mehrere Stunden.
The decision-making of the committee took several hours.
Common verbs in this context are 'stattfinden' (to take place) or 'erfolgen' (to occur/be carried out). You can also say that something 'zur Beschlussfassung kommt' (comes up for decision-making) or 'zur Beschlussfassung vorgelegt wird' (is submitted for decision-making).
Der Antrag kommt nächste Woche zur Beschlussfassung in den Ausschuss.
The motion will come up for decision-making in the committee next week.

In a decision by a committee, die Abstimmung refers to the stage in which votes are cast and counted. Die Beschlussfassung covers the formal decision-making act as a whole; die Abstimmung can be part of it.
