The formal act or process in which a body (e.g., a parliament, board, or assembly) makes an official decision or passes a resolution.

The decision-making on the new bill will take place tomorrow in the Bundestag.
The word is made up of 'der Beschluss' (the decision/resolution) and 'die Fassung'. Here, 'Fassung' comes from the verb 'fassen' (to grasp; to formulate; to make, in this context). 'Beschlussfassung' (decision-making) is therefore the formal act in which one 'einen Beschluss fasst' (makes/passes a decision).
Der Vorstand muss heute einen wichtigen Beschluss fassen.
The board has to make an important decision today.
'Beschlussfassung' (decision-making) is a very formal word from administrative and political language (bureaucratic German). In everyday language, you would simply say that a decision is being made.
Die Beschlussfassung des Gremiums dauerte mehrere Stunden.
The decision-making of the committee took several hours.
Common verbs in this context are 'stattfinden' (to take place) or 'erfolgen' (to occur/be carried out). You can also say that something 'zur Beschlussfassung kommt' (comes up for decision-making) or 'zur Beschlussfassung vorgelegt wird' (is submitted for decision-making).
Der Antrag kommt nächste Woche zur Beschlussfassung in den Ausschuss.

'die Entscheidung' and 'die Beschlussfassung' both have to do with determining in the end what is supposed to happen. 'die Entscheidung' is the more general word. It fits private choices, results, and also official decisions. 'die Beschlussfassung' refers more specifically to the formal process in which a body, for example a board or a parliament, makes an official decision. Learners may confuse the words because a decision results from a 'Beschlussfassung'. In everyday language, however, people usually say 'Entscheidung'; 'Beschlussfassung' sounds more formal and fits meetings, votes, and administration.
