Word formation
'Bezogen' (covered/related) is the past participle of the verb 'beziehen' (to cover / to refer to / to obtain). All meanings of the adjective derive from the different meanings of this verb, e.g. 'ein Bett beziehen' (to make a bed / put fresh linens on a bed) or 'sich auf etwas beziehen' (to refer to something).

Context clues
You can easily recognize the meaning from the subject or the preposition. If 'bezogen' (overcast) appears with 'Himmel' (sky), it means cloudy. If it appears with 'Bett' (bed), it means provided with bed linen. If the preposition 'auf' (to/on) follows, it means 'referring to'.
