The word is actually a noun: 'das Bilderbuch' (picture book, from 'Bilder' (pictures) and 'Buch' (book)). The adjectival meaning 'perfect' or 'ideal' derives from the often idealized depictions in children's books.

When 'Bilderbuch' is used as an adjective, it is invariable and is not declined. So it does not take an adjective ending when it comes before a noun.

In everyday language, 'perfekt' is more neutral; 'Bilderbuch' fits better when you want to describe something as especially exemplary or almost as if it came from a story.
