The word is actually a noun: 'das Bilderbuch' (picture book, from 'Bilder' (pictures) and 'Buch' (book)). The adjectival meaning 'perfect' or 'ideal' derives from the often idealized depictions in children's books.

When 'Bilderbuch' is used as an adjective, it is invariable and is not declined. So it does not take an adjective ending when it comes before a noun.

'Bilderbuch' is often used as the first part of compound nouns to describe something exemplary. Common examples are 'Bilderbuchstart' (perfect start), 'Bilderbuchfamilie' (picture-perfect family), or 'Bilderbuchwetter' (picture-perfect weather).

Perfekt describes something neutrally as free of errors or exactly right. Bilderbuch (picture-perfect) also describes something as especially successful, but additionally emphasizes its beautiful, idyllic, or exemplary impression, as if the scene came from an idealized depiction.
