In it, various local representatives can be elected, for example the municipal council or sometimes also the mayor. A Bürgermeisterwahl is more specific: it is only about who becomes mayor. The words can be confused because a mayoral election often takes place in the same local setting. If you are talking specifically about the office of mayor, 'Bürgermeisterwahl' fits better. If it is generally about local elections, 'Kommunalwahl' is more natural.
