'die Satzung' and 'der Comment' can both refer to a set of rules. 'Satzung' is the normal word for the written basic rules of an association, foundation, or similar organization. 'Comment' is much more specific and belongs to the context of student fraternities. There, it refers to traditional manners and ceremonies. The words can be confused because both describe rules within a group. In most associations or organizations, however, you say 'Satzung'. 'Comment' only fits this special historical or student-fraternity context.
