A text that is read aloud to someone so that they can write it down. This is often done at school as an exercise or test to check spelling.

An order or command that must be obeyed without objection. It describes an imposed condition or arrangement, often in a political context.

The noun 'Diktat' (dictation) belongs to the word family of the verb 'diktieren' (to dictate). When someone dictates something, they read a text aloud so that another person can write it down — exactly what happens in a dictation at school.

Verfügung and Diktat can both refer to an enforced arrangement. Verfügung denotes an official order issued by an authority or a court. Diktat, by contrast, emphasizes that a condition is imposed authoritatively and must be obeyed without objection.
Die Regierung setzte die Schließung des Platzes als Diktat ohne jede Diskussion durch.
The government imposed the square’s closure as a diktat, without any discussion.
Die Behörde regelte die Schließung des Platzes durch eine schriftliche Verfügung.
The authorities ordered the square to be closed in a written order.
