Word structure
'Gefüllt' (filled / stuffed) is the past participle of the verb 'füllen' (to fill). It is used as an adjective to describe a state that resulted from the action of filling.

In culinary contexts, 'gefüllt' (stuffed / filled) often comes directly before the name of the dish. It then describes a method of preparation. Typical examples are 'gefüllte Paprika' (stuffed peppers), 'gefüllte Weinblätter' (stuffed grape leaves), or 'gefüllte Schokolade' (filled chocolate).

'voll' and 'gefüllt' both have to do with something having content inside it. 'Voll' emphasizes that there is no or almost no space left. 'Gefüllt' emphasizes more that something has been provided with contents; often you also say what it is filled with. With food, 'gefüllt' is especially typical when there is a filling inside. The words can be confused because a filled container can also be full. But a glass can be filled without being completely full.
