Rahmen and Gerüst can both refer to a basic structure. Rahmen tends to describe the external context or boundaries, while Gerüst emphasizes a foundation with supporting parts that can still be developed. Use „Rahmen“ for conditions and „Gerüst“ for a structure that will be supplemented later.
