'der Rahmen' and 'das Gerüst' can both refer to a structure that holds or organizes something. The most important difference is in how they are used. A 'Rahmen' is often a frame, for example around a picture, or in a figurative sense the setting, context, and limits of something. A 'Gerüst' is, concretely, scaffolding on a building, or figuratively a basic framework that you build on further. They can be confused when talking about plans, texts, or projects. In that case, 'Gerüst' fits better for the initial structure, while 'Rahmen' more often describes the conditions, limits, or context.
