'Satzung' and 'Geschäftsordnung' are both rule texts for an organization or assembly. The difference lies in the area the rules cover. The 'Satzung' describes the basic structure of an organization, for example its purpose, members, and board. The 'Geschäftsordnung' regulates more the course of meetings and assemblies, for example who may speak, how motions are submitted, and how votes are taken. The words can be confused because both occur in associations and committees. As a guide: the 'Satzung' says what the organization is; the 'Geschäftsordnung' says how meetings are run.
