daring / provocative
Refers to clothing, jokes, or art that is perceived as provocative, revealing, or bordering on offensive. It implies a deliberate crossing of social conventions.

For the formal gala, her dress was perhaps a little too daring.
'Gewagt' (daring/risky) is the past participle of the verb 'wagen' (to risk something, to dare). A 'gewagte Handlung' (daring action) is therefore literally an action that someone has 'gewagt' (dared) or 'riskiert' (risked).

Mutig describes more the attitude of a person who decides to do something despite possible fear. Gewagt primarily evaluates the plan or action as risky and potentially problematic. Use mutig for a person whose attitude you want to praise, and gewagt for a risky plan.
