'die Hansestadt' and 'die Hafenstadt' can both refer to cities by the water, but they do not mean the same thing. A 'Hafenstadt' is a city with a port for ships. That describes the city's location and function. A 'Hansestadt' has to do with the history of the Hanseatic League, an old association of merchants and cities. Some Hanseatic cities are also port cities, for example Hamburg or Lübeck. But not every port city is a Hanseatic city. The confusion happens because many well-known Hanseatic cities have ports. Remember: 'Hafenstadt' says something about the port; 'Hansestadt' says something about the history.
