'übertragen' and 'hochladen' can both mean that data goes from one device to another system. 'übertragen' is more general: data can be sent between two computers, devices, or places, in different directions. 'hochladen' is more specific. You upload data from your own device to a server, a website, or an online platform. The words can be confused because uploading is a form of transmitting. If you are talking generally about sending data, 'übertragen' fits. If the file is going onto a website or into the cloud, 'hochladen' is more natural.
