The most important difference is: 'Gemeinderat' can mean the elected body of a municipality or an individual person who is a member of that body. 'Kommunalpolitiker' always means a person who works in the politics of a municipality, city, or district. Not every 'Kommunalpolitiker' is automatically a 'Gemeinderat', because they may also hold another local office. The words can be confused when talking about people in municipal politics. 'Gemeinderat' is more precise when the person really is a member of the municipal council.
