Founding, forming, or creating a basis. The term is often used for the first meeting of a newly elected body, in which it adopts its rules of procedure and begins its work.

'wesentlich' and 'konstituierend' can both express that something is fundamental to something else. 'wesentlich' is much more general and is also understandable in normal conversations. 'konstituierend' is much more formal and abstract. It does not just mean 'important', but that something is a part that actually makes something what it is or forms it. So in everyday language you would be more likely to say 'ein wesentlicher Grund' (an essential reason), but 'ein konstituierendes Merkmal' (a constitutive feature) when speaking more precisely and theoretically.
