'Legalisieren' (to legalize) is derived from the adjective 'legal' and has the ending '-isieren'. Verbs ending in '-ieren' or '-isieren' are often borrowed from other languages, are regular, and form their past participle without 'ge-' ('legalisiert', legalized).
