Gebühr is the general term for an amount paid for a service or for use of something. Maut is more specific and refers to such a payment for using certain transport routes. For a highway, bridge, or tunnel, Maut is therefore the usual term.

She pays a toll to use the tunnel.
Für die Nutzung des Schwimmbads bezahlt sie eine Gebühr.
She pays a fee to use the swimming pool.
