Use before nouns
The adjective 'ober' (upper) is used almost exclusively before a noun (attributively) and must be declined. You cannot say: 'Das Regal ist ober.'

No comparison
Although 'ober' (upper) expresses a comparative idea (farther up than something else), it itself cannot be compared. Forms like 'oberer' or 'am obersten' do not exist.
