Usage tips
Use before nouns
The adjective 'ober' (upper) is used almost exclusively before a noun (attributively) and must be declined. You cannot say: 'Das Regal ist ober.'
EXAMPLE
Bitte nimm das Buch aus dem oberen Regal.
Please take the book from the upper shelf.
No comparison
Although 'ober' (upper) expresses a comparative idea (farther up than something else), it itself cannot be compared. Forms like 'oberer' or 'am obersten' do not exist.

The apartment is on the upper floor of the house.
Spatial position
In its spatial meaning, 'ober' (upper) is often combined with parts of buildings or objects. Typical phrases are 'der obere Stock' (the upper floor), 'das obere Ende' (the upper end), or 'der obere Bereich' (the upper area).

Hierarchical meaning

'über' and 'ober' both have to do with a higher position. But 'über' is a preposition and describes where something is or where something is moving: something hangs 'über dem Tisch' (above the table). 'ober' is an adjective and describes a part of something that is higher up, for example 'die obere Etage' (the upper floor). It is easy to confuse the words because both bring 'oben' (up / above) to mind. The important difference is the grammar: 'über' usually needs a reference word with case, while 'ober' stands like an adjective before a noun and is declined.
