'Gemeinde' and 'Ortsteil' both describe places or areas, but they do not refer to the same level. A 'Gemeinde' is an independent administrative unit, for example a village or a small town with its own administration. An 'Ortsteil' is only part of a town, city, or municipality and normally does not have its own full municipal administration. They can be confused when a place used to be independent or has its own name. As a guide: the municipality is the whole, and the district is a part of it.
