Word composition
The word is composed of 'Ort' (place) and 'Teil' (part), connected with an 's'. So it literally describes a part of a place, city, town, or municipality.
EXAMPLE
Unser Ortsteil hat eine eigene kleine Grundschule.

Use with preposition
To describe a location, the preposition 'in' with the dative is almost always used. The question is 'Wo?' (Where?), and the answer is 'im Ortsteil ...' (in the district ...).

'Gemeinde' and 'Ortsteil' both describe places or areas, but they do not refer to the same level. A 'Gemeinde' is an independent administrative unit, for example a village or a small town with its own administration. An 'Ortsteil' is only part of a town, city, or municipality and normally does not have its own full municipal administration. They can be confused when a place used to be independent or has its own name. As a guide: the municipality is the whole, and the district is a part of it.
