'wirken' and 'rüberkommen' can both describe what impression someone or something makes on others. In this meaning, they are often very similar. 'wirken' is more neutral and fits many situations, including more formal texts. 'rüberkommen' is more colloquial and emphasizes more strongly how something comes across to others. They can be confused because both ask about the impression made. What is important is that 'rüberkommen' also has other meanings, for example moving over to another place. In the meaning 'to make an impression', however, it is similar to 'wirken'.
