'dastehen' and 'rumstehen' can both mean that someone is standing in one place and doing nothing. 'dastehen' is more neutral and can also express that someone is unsure or does not know what to do. 'rumstehen' is colloquial and often sounds a bit negative: the person is doing nothing, waiting unnecessarily, or standing in the way. If you only want to say that someone is standing there, 'dastehen' fits. If you are annoyed about idle standing around, 'rumstehen' sounds more natural.
