The word is made up of two parts: 'Stimm-' (from 'die Stimme' (the voice/vote)) and 'berechtigt' (from 'das Recht' (the right)). So it literally means that you have the right to cast your vote.

justified / entitled
'berechtigt' and 'stimmberechtigt' both express that someone has a right. 'berechtigt' is more general and can refer to many kinds of rights or permissions. 'stimmberechtigt' is much more specific: it means that someone is allowed to cast their vote in an election, vote, or meeting. The words can be confused because 'stimmberechtigt' is a special form of 'berechtigt'. If it is not about voting or electing, 'stimmberechtigt' is normally not appropriate.

Bei der Versammlung waren nur Mitglieder ab 18 Jahren stimmberechtigt.
