'der Fan' and 'der Supporter' can both mean a person who likes a group, a team, a person, or an idea. 'Fan' mainly emphasizes enthusiasm and admiration. 'Supporter' puts more emphasis on active support, for example for a club, an initiative, or a campaign. In addition, 'Supporter' can also mean a person in customer service or IT; in that case, it has nothing to do with enthusiasm. The words can be confused because both sometimes mean 'Anhänger' (supporter / follower). If someone is mainly enthusiastic, 'Fan' fits. If someone actively helps or supports, 'Supporter' is a better fit.
