It is not declined. 'thüringisch' is more flexible and can also describe the dialect, the style, or generally something typical of Thuringia. The words can be confused because both can mean 'from Thuringia'. In practice: with fixed names, 'thüringer' often sounds natural; for language, style, or general description, 'thüringisch' is more likely.
