'Titelblatt' is made up of 'Titel' (title) and 'Blatt' (sheet/page). Here, 'Blatt' means 'page', so it is literally the page on which the title appears.

Pay attention to the difference with the preposition 'auf': a news item is 'auf dem Titelblatt' (on the front page; dative, location), but a person 'schafft es aufs Titelblatt' (makes it onto the front page; accusative, direction).

Titelseite and Titelblatt can both refer to the front page of a newspaper or magazine. Titelseite is the usual term and often highlights the most important news; Titelblatt also works, but it is also used for the first page of a book. For newspapers, Titelseite is usually the more appropriate choice.
