'voll' and 'überfüllt' both describe that there is a lot in a room, vehicle, or container. 'voll' can be neutral: there is simply no space, or hardly any space, left. 'überfüllt' is stronger and sounds negative. It means that there are too many people or things there and it becomes uncomfortably cramped. The words can be confused because both express 'a lot of contents'. If you are only saying that there is no space left, 'voll' fits. If it is too cramped and uncomfortable, 'überfüllt' fits better.
