'Umstritten' (controversial) is the past participle of the verb 'umstreiten' (to dispute). It is made up of 'um' and 'streiten' (to argue). So an 'umstrittenes Thema' (controversial topic) is literally a topic 'um das gestritten wird' (that is being argued about).
